Я избавился от ошибки, изменив строку 625 make-файла на:

Подводя итог моей конфигурации:
- Windows 7 64-битная, сборка с make-файлом в \pantheios-1.0.1-beta216\build\vc12.x64\makefile
- Visual Studio 12 (2013 г.)
- пантейос 1.0.0-бета216
- stlsoft-1.9.124 (с правильно определенным STLSOFT)
- nmake для компиляции с предварительным выполнением vcvarsall.bat
