Зарегистрируйте пользовательскую форму в delphi 2010 с помощью ToolsApi

У меня есть пользовательская форма, которая является потомком TForm. Я использовал ToolApi для регистрации пользовательского модуля и добавления его в репозиторий. Все идет нормально. Но когда я нажимаю «Файл» -> «Создать», я вижу свою категорию со значком для моей пользовательской формы, но она отключена. Значок серого цвета, и я не могу выбрать его, чтобы создать свою пользовательскую форму из меню и добавить ее в проект.

Есть ли у вас какие-либо предложения и советы, что не так и что я должен попробовать?
